The Trumann Fire Department provides fire protection and emergency response services to:
• The City of Trumann
• A 90 square mile designated fire district
• Approximately 10,000 residents
The department operates from two stations and provides 24 hour emergency response coverage throughout its primary service area.
Automatic and mutual aid agreements allow for coordinated response into additional areas of Poinsett County and southern Craighead County when requested.
The department maintains the capability to deliver fire suppression, rescue operations, hazardous materials response, and emergency medical support throughout its designated service area.
The Trumann Fire Department is a combination fire department consisting of:
• 7 Full Time Career Firefighters
• 14 Volunteer Firefighters
• 1 Department Chaplain
Total Personnel: 22
Duty Schedule
Career personnel operate on a modified 24 hours on, 72 hours off shift schedule to provide continuous emergency response coverage.
Monday through Friday - Business Hours
• Four career personnel on duty
• Command staff available
• Fire Marshal and administrative functions active
Nights and Weekends
• One career firefighter assigned per shift
• Volunteer firefighters respond to supplement staffing as needed
This staffing model allows the department to maintain daily operational coverage while leveraging trained volunteer personnel to provide full response capability.
The department provides emergency services 24 hours per day, 365 days per year.
The Trumann Fire Department is committed not only to emergency response, but also to reducing risk before emergencies occur.
The department actively provides:
• CPR and AED training for citizens, schools, and businesses
• Stop the Bleed training and bleeding control education
• Smoke alarm installation and home safety inspections
• Fire prevention education programs
• Hydrant inspection and maintenance coordination
• Pre incident planning for commercial occupancies
Over the past several years, the department has trained hundreds of citizens in life saving skills and continues to expand community outreach initiatives designed to improve public safety and preparedness.
The Trumann Fire Department maintains a full time Fire Marshal Division dedicated to fire prevention, code enforcement, and life safety compliance.
The Fire Marshal Division is responsible for:
• Commercial and multi family occupancy inspections
• Fire code enforcement and compliance
• Plan review for new construction and renovations
• Fire investigations
• Public safety consultations for businesses
• Pre incident planning coordination

The establishment of a full time Fire Marshal position has strengthened the department’s ability to proactively reduce fire risk, improve building safety standards, and enhance investigative capabilities within the community.
The Fire Marshal Division works closely with local businesses, contractors, and city officials to ensure compliance with adopted fire codes and life safety regulations.
The Trumann Fire Department maintains a modern and well equipped fleet designed to provide effective response throughout its 90 square mile service area.

The department maintains pumping capacity sufficient to support structural fire operations, rural water supply, and large incident response.
Equipment and Operational Capabilities
The department is equipped with:
• Hydraulic and battery powered extrication tools

• Self contained breathing apparatus compliant with current NFPA standards
• Basic Life Support emergency medical equipment
• Hazardous materials response equipment

While the department currently operates at the Basic Life Support level for medical response, personnel maintain advanced training and experience to support higher level care when required.
All frontline apparatus and equipment are maintained in accordance with established inspection and maintenance standards to ensure operational readiness.
The Trumann Fire Department places a strong emphasis on training, certification, and professional development to ensure operational readiness and firefighter safety.
All career personnel are certified in accordance with Arkansas Fire Academy standards and maintain required continuing education hours annually. Volunteer personnel also participate in structured training programs designed to maintain operational competency and safety.

The department conducts regular in house training and participates in regional and state level training opportunities to ensure compliance with current fire service standards and best practices.
Training records are maintained to support accountability, certification tracking, and compliance with state and insurance requirements.
The Trumann Fire Department is dispatched through the City of Trumann Dispatch Center.
Emergency 911 calls are initially received through Poinsett County and transferred directly to the Trumann Dispatch Center for fire response coordination.
The department operates on the Arkansas Wireless Information Network (AWIN), a statewide public safety radio system utilized by state and local agencies across Arkansas. The AWIN infrastructure is maintained by the State of Arkansas, ensuring reliable, secure, and interoperable communications without placing local infrastructure maintenance responsibilities on the department.
The department utilizes:
• AWIN mobile and portable radio communications
• A paging system for off duty and volunteer personnel response
• A station alerting system for on duty personnel
• Coordinated dispatch protocols for multi agency incidents
This communications structure ensures dependable dispatching, effective incident command, and seamless interoperability during both routine and large scale emergencies.
In December 2021, the Trumann Fire Department’s primary fire station was destroyed by a tornado that impacted the community.
Following the loss of Station 1, the department operated from temporary and secondary facilities while continuing to provide uninterrupted emergency services to the City of Trumann and its 90 square mile fire district.
In March 2025, the new Station 1 headquarters was completed and placed into service.
The new facility was designed to enhance operational efficiency, firefighter safety, and emergency response capability. The station includes:
• Modern apparatus bays
• Improved workspace and training areas
• Enhanced infrastructure for communications and technology
• Facilities designed to support 24 hour staffing
The reconstruction of Station 1 reflects the department’s commitment to resilience, preparedness, and long term service to the community.
The project was completed through coordinated efforts involving grants, community partnerships, and responsible fiscal planning.
The Trumann Fire Department responds to approximately 1,300 calls for service annually throughout its 90 square mile service area.
Incidents include:
• Structure and vehicle fires
• Motor vehicle accidents
• Emergency medical responses at the Basic Life Support level
• Hazardous conditions and fire alarms
• Public service calls
• Severe weather related incidents
Call volume varies seasonally and may increase during periods of severe weather or regional emergencies.
Incident data is tracked and reviewed to support operational planning, training priorities, staffing evaluation, and compliance with state reporting requirements.
The Trumann Fire Department was honored as the 2025 Fire Department of the Year for cities under 10,000 population.
This recognition reflects the department’s commitment to operational excellence, community risk reduction, professional training standards, and its resilience following the destruction of Station 1 during the 2021 tornado.
Through responsible fiscal planning, grant acquisition, expanded prevention programs, and uninterrupted emergency response operations, the department demonstrated sustained leadership and service to the citizens of Trumann and its surrounding fire district.
The department remains committed to continuous improvement and maintaining the trust of the community it serves.
Chief Revis Kemper has served in the fire service for 17 years and has led the Trumann Fire Department as Fire Chief for the past 10 years. He began his career as a volunteer firefighter and progressed through the ranks before being appointed Fire Chief.
During his tenure, the department has expanded community risk reduction programs, strengthened training standards, modernized apparatus and communications systems, and established a full time Fire Marshal Division.
Chief Kemper has led the City of Trumann through multiple major incidents, serving as Incident Commander and Operations Chief during the COVID 19 pandemic and as Incident Commander during the December 2021 tornado that destroyed the department’s primary fire station. Throughout these events, the department maintained uninterrupted emergency operations while coordinating response, recovery, and long term resilience efforts, culminating in the completion of the new Station 1 headquarters in March 2025.
In 2012, Chief Kemper was awarded the Arkansas Firefighter of the Year after removing a child from a residential structure fire and performing cardiopulmonary resuscitation until emergency medical personnel arrived. The child survived. He was also recognized nationally by the American Red Cross with the Hero Award for his life saving actions.
Through strategic grant development and responsible fiscal planning, Chief Kemper has successfully secured millions of dollars in external funding to support apparatus upgrades, facility reconstruction, equipment modernization, and life safety initiatives, significantly reducing the financial burden on local taxpayers.
He holds an Associate in Science degree from Connors State College in Oklahoma, as well as an Associate degree and a Bachelor of Science degree in Disaster Preparedness and Emergency Management from Arkansas State University.
Beyond his fire service responsibilities, Chief Kemper remains actively involved in the community through youth sports coaching and public service initiatives. He has also served in local educational leadership roles, reinforcing his commitment to supporting the next generation and strengthening the community he serves.
